2021 Bridge Period and Program Updates Overview

In March 2021 ESA CAM held a 2021 Program Updates webinar. As PG&E awaits the final CPUC decision to determine the future of program activity beyond July 1, 2021, and due to the remaining incentive funds available from the previous program year, ESA CAM is implementing the 2021 Bridge Period from January 1 – June 30, 2021 to serve projects on ESA CAM’s waitlist.

During the Bridge Period, ESA CAM will continue to serve the existing pipeline by conducting audits and bid reviews, providing project approval letters, monitoring construction schedules, and issuing payments.

For the remaining incentive funds, ESA CAM opened enrollment on a first come, first served based on program funding availability to a limited number of waitlisted projects based on characteristics which were underrepresented. The target criteria included:

  • First time applicants
  • Rural properties
  • Disadvantaged communities (DAC)
  • Dual PG&E commodity customers

The program reached bridge period capacity in May 2021 and has closed enrollment. New inquiries in 2021 will be added to the ESA CAM waitlist and in line for the next program cycle. 

For projects enrolled during the bridge period, the construction deadline is March 31, 2022.

Phased Payment Policy Update

To help address permit inspection delays due to COVID-19, ESA CAM updated the phased payment policy. For projects experiencing this delay, projects must submit a request to their assigned case manager for review on a case-by-case basis. Other 2021 Program Updates

ESA CAM only allows 10 active ESA CAM projects per owner. A project is considered active if the construction is underway and it has not received incentive payment yet. Additionally, ESA CAM removed variable speed pool pumps from the measure list due to an anticipated federal efficiency standard update.
